Mal­colm and Mike attend­ed, 2 reps said she would send let­ter to the State to sup­port funds, and check for Fed­er­al funds available.

7. Update of Sandy Beach project

• Direc­tor of Park and Rec resigned

• They have appoint­ed an Inter­im Direc­tor, no update

• Amy Markovich to be the Lia­son to the LMPA now

• Need to com­mu­ni­ca­tion with Town Man­ag­er about sta­tus, Rick to approach Norman

• Life guard chair was in the lake, Drew to talk to Amy about coor­di­nat­ing tak­ing out the buoys.

8. Draw down

Check on num­ber of exten­sion avail­able for per­mit – Malcolm

9. Fund rais­ing – Increase mem­ber­ship dues as of 1/1/2014? Amount of increase for reg­u­lar and senior mem­ber­ship? The dues amount is spec­i­fied in the By-laws and requires a 2/3 vote at a gen­er­al or annu­al meet­ing. Those meet­ings are sub­ject to the quo­rum require­ments. Do we need to sched­ule a gen­er­al meeting?

Sev­er­al Board Mem­bers stopped at Marathon Restau­rant to see if we could host our Annu­al Gen­er­al Meet­ing there, we need a min­i­mum of 20 peo­ple for a quarum for vot­ing. Need to pick a date for gen­er­al meet­ing as well. Mike will speak with the man­ag­er of Marathon and work out the details.

2. Treasurer’s Report – Dues rec’d, New mem­ber­ships, renewals?

Tina and Pat­ty met, sent out mail­ing to mem­ber­ship (125), mailed to lake­front first. So far 23 mem­ber­ships received and a $55 donation

Paid insur­ance $720, still 2 bank accounts, $64 left in Mil­ford account

$1,842.48 in Web­ster 5 Cred­it Union new account, Tina to check into fees at bank and close the Mil­ford account

3. Jen and Jeff Cas­sidy attend­ed the meet­ing. Jen takes care of the Web­site and Face­book page for the LMPA. They came with sug­ges­tions on how to improve our com­mu­ni­ca­tions with the mem­ber­ship. Sug­gest­ed that we use a short para­graph with a link to the web­page for any announce­ments we want to share with the mem­ber­ship instead of lengthy emails and attach­ments. Also sug­gest­ed that we get the brochure sent to the mem­ber­ship via a link to the web­site and post to Face­book. Social media is the best way to com­mu­ni­cate with the mem­bers who have email. Jeff also looked into our web host­ing, our domain expires on 11/25/14, Jeff sug­gest­ed to get the host infor­ma­tion turned over to the LMPA for host­ing and he would look into it for us. Sug­gests a five year plan (end up cost­ing $5/month) for con­tin­ued use of lmpa.org. He can also show us how to use hostmonster.com for email, will show Tina and Pat­ty how to manage.

4. Con­ser­va­tion Com­mis­sion meet­ing – 8/26/2013 – Sub­mis­sion of the fol­low­ing to the Com­mis­sion — bio­log­i­cal sur­vey of the lake and project change requests to the draw­down Notice of Intent/Order of conditions

A. Make the draw­down plan per­ma­nent — $1,000 due next summer

B. Allow Con. Comm. to have flex­i­bil­i­ty in the exten­sive draw­down schedule

C. Advance the sched­ul­ing of the exten­sive draw­down by 1 year.

Mal­colm had a meet­ing with Don McAdams. Project change request does not trig­ger meet­ings or notices. Can’t make order of con­di­tions per­ma­nent, good until 2022 with exten­sions. Flex­i­ble in sched­ule, asked for advance. DPW is on board too, noti­fy neigh­bor­hood (Hop News, Metrow­est Dai­ly News) Mal­colm or Tina will contact.

Sent invite to Malcolm/Mike/DPW/Conservation Committee/reps from St. Warren’s office/Town Manager.

They will dis­cuss the lake on Tues­day, 9/10 at 10:00 am – 11:30 am, Mike will attend and report at next meeting

7. Update of Sandy Beach project

8. Fish­ing Tournament

Due to the beach project on hold, we have to put the fish­ing tour­na­ment on hold until Spring, per­haps hold the fish­ing tour­na­ment in con­junc­tion with Fam­i­ly Fun Day, dis­cus­sions again in the Spring.

6. Fish­ing Tour­na­ment – 9/14?

Since the beach is not com­plet­ed, we will wait for the update from Bri­an, but it does not look good.

7. Fund raising

Mark talked about fund rais­ing efforts on his brother’s lake.

Oth­er lakes charge $75/family annu­al­ly in order to be able to cover

Cost of weed con­trol, etc.

Need to review increase of dues per fam­i­ly, but would require vote from mem­ber­ship, would need to hold a spe­cial Gen­er­al Meet­ing. Frank to write up cost list regard­ing increase in dues.

LMPA General Meeting — 18 November 2013

NOTICE OF UPCOMING ASSOCIATION GENERAL MEETING

The Lake Maspenock Preser­va­tion Asso­ci­a­tion will be hold­ing a gen­er­al mem­ber­ship meet­ing on Mon­day, Novem­ber 18, 2013, at 6:30 P.M. The meet­ing loca­tion will be the Marathon Restau­rant, locat­ed at the cor­ner of South St. and Hay­ward St. All lake asso­ci­a­tion mem­bers are invit­ed, and encour­aged, to attend.

The agen­da of the meet­ing will include the fol­low­ing items, which must be vot­ed on at a mem­ber­ship meet­ing. They will seek to amend the Asso­ci­a­tion By-laws so must receive a 2/3rds vote from the mem­bers present in order to pass.

1. The LMPA exec­u­tive board has vot­ed to rec­om­mend to the mem­ber­ship that an increase to the annu­al dues be approved. If approved by a mem­ber­ship vote the dues would increase on Jan­u­ary 1, 2014 to $35 per year/$65 for 2 years, if paid in advance for both years. The dues are cur­rent­ly $25/$45. The annu­al dues for seniors (62 and old­er) are rec­om­mend­ed to remain the same at $10.

2. The by-laws do not cur­rent­ly define senior mem­ber as “62 and old­er”. This is the cri­te­ria cur­rent­ly fol­lowed, how­ev­er it is not stat­ed in the By-Laws. It is rec­om­mend­ed that the def­i­n­i­tion be spec­i­fied in the By-laws.

An update on this years’ draw­down will also be provided.

We are aware that the Patri­ots play that evening so Asso­ci­a­tion busi­ness will be fin­ished in time to view the begin­ning of the game.

Please attend; we need a quo­rum of at least 20, to con­duct vot­ing on the two By-Law amend­ments. Come join us in a new meet­ing loca­tion. The LMPA will pro­vide some appe­tiz­ers and a cash bar will be available.

NOTICE — Lake Drawdown to Begin — Week of 15 September

Lake Area Residents:

After a beau­ti­ful sum­mer, it is now approach­ing the time that the annu­al draw down of the lake begins. The tim­ing of the draw down is man­dat­ed by a per­mit received from the Hop­kin­ton Con­ser­va­tion Com­mis­sion and must begin no ear­li­er than Sep­tem­ber 15th and no lat­er than Octo­ber 1st. The exact date can vary from year to year based upon the lev­el of the lake com­ing out of the sum­mer. This year it is antic­i­pat­ed that the draw down will com­mence some time dur­ing the week of Sep­tem­ber 15th.

**********IMPORTANT**********

We have per­mis­sion to con­duct a more exten­sive draw down of the lake, 7–8 feet this year, in an effort to con­trol the inva­sive weeds which were a prob­lem this sum­mer. The nor­mal draw down is a lake lev­el reduc­tion of 4–5 feet. Please be aware of the draw down process and arrange for the removal of boats and docks accord­ing­ly.
