  1. Review, dis­cuss changes and vote to accept min­utes from April 9th meet­ing.  Post meet­ing min­utes to web­site after board approval.

Mal­colm had changes which he asked Pat­ty to review and change on 4/9 meet­ing min­utes.  Once com­plet­ed, they can be posted.

  1. David Gold­man, Pres­i­dent of the Hop­kin­ton Area Land Trust and Mal­colm attend­ed the April 14th Selectmen’s meet­ing.  The Select­men vot­ed to sup­port the con­ser­va­tion restric­tion for land near the lake, locat­ed off Oakhurst Rd. and to allow the LMPA to act as Stewards

Select­men vot­ed to approve, LMPA is now the stew­ard of said land.

Con­trac­tor was award­ed con­tract, no elec­tric­i­ty yet.  Start­ed exca­va­tion of soil and rocks.

We can have the meet­ing and the Fish­ing Derby

  1. Annu­al meet­ing, fish­ing derby/family fun day, May 31st?  Weigh-in for the fish­ing Der­by at 2:00, Annu­al meet­ing and elec­tions at 1:00.

We will have the Fish­ing Der­by and the Annu­al Meet­ing on

May 31st.  Fish­ing Der­by reg­is­tra­tion on the beach at 6:30 am,

Tour­na­ment to start at 7:00 am, $40/boat of 2 people

2:00 pm weigh in and prizes to be given

Sand­wich Boards – Frank will put out boards with info

Mike will bring Lake Gear for sale

Time for Annu­al Meet­ing:  1:00 pm

Agen­da to be elec­tions of board mem­bers and COLAP update

  1. Bio­log­i­cal study/Lake draw down – Mal­colm to dis­cuss with the Con­ser­va­tion Com­mis­sion as to whether a bio­log­i­cal study of the lake will be nec­es­sary this year

Mal­colm needs to con­tact Don McAdams and Eric Car­ty for actu­al draw­down amount.

  1. David Gold­man, Pres­i­dent of the Hop­kin­ton Area Land Trust to dis­cuss con­ser­va­tion restric­tion for land near the lake, locat­ed off Oakhurst Rd. LMPA — Stewardship

HALT Estab­lished 18+ years ago, 1,000 acres under pro­tec­tion of Land Trust around the town of Hopkinton

(Jean Scolata/John Deneen) Sub­di­vi­sion – Oakhurst Road – there is a con­ser­va­tion restric­tion on the prop­er­ty, ready to be signed off

LMPA should be the stew­ard of the con­ser­va­tion restric­tion of 13 ‑1/2 acres of prop­er­ty, HALT will be the own­er of the land.

Cre­at­ing a base­line doc­u­ment – pho­to doc­u­ment and GPS, pho­tos in each direc­tion, entire perimeter

look­ing for the Boy Scouts to do the project of improv­ing trails, mark­ing trail and replace signs.

Car­ol Essler is present­ly the stew­ard and has asked to remain.

The con­ser­va­tion restric­tion is a legal doc­u­ment accept­ed by the state. It must to be a 501C3 orga­ni­za­tion with con­ser­va­tion mind­ed goals in the mis­sion state­ment to act as stew­ards of the prop­er­ty. State is sat­is­fied that LMPA is a qual­i­fied orga­ni­za­tion to prop­er­ly act as stew­ards for the restriction.

No motor vehi­cles, can­not build, hunt or fish on prop­er­ty. Pas­sive recre­ation such as hik­ing, nature stud­ies, etc are allowed

Cost — $200 to pro­duce doc­u­ment, cov­ered by Land Trust

Joins Pep­per­corn trails

Need for­mal vote of LMPA and Mal­colm to sign in front of a notary. Hop­kin­ton Select­men must sign off on the documents.

Motion: We, as an asso­ci­a­tion, sup­port this con­ser­va­tion restric­tion and accept stew­ard­ship of the property

January 13, 2014

 

1. Don Keis­er to dis­cuss mem­ber­ship in COLAP, Mark Sex­ton interested

Don attend­ed the meet­ing to dis­cuss the mer­its of join­ing the Coali­tion of Lakes and Ponds(COLAP). We vot­ed to pay the mem­ber­ship fee of $40. Don and Mark were to attend the next meet­ing on Jan­u­ary 25th and coor­di­nate this together.

 

2. Review and vote to accept min­utes from Novem­ber 18th Gen­er­al meet­ing. Post meet­ing min­utes to web­site after board approval.

Meet­ing min­utes accept­ed with a unan­i­mous vote.

 

3. Treasurer’s Report – Dues rec’d, new mem­ber­ships, renewals?

The bank account bal­ance is cur­rent­ly $2,763.67.

5. Draw down, issue with Spin­del Island

The home on the Island lost most water ser­vice. Mal­colm respond­ed to inquiries from the Hop­kin­ton Cons. Comm. and DPW. The Spin­dels had nev­er indi­cat­ed they lost water dur­ing the 1st extend­ed draw down. It appears that the well they draw water from is fed by water infil­trat­ing from the lake, so they are direct­ly affect­ed by the lake lev­el. The sys­tem has nev­er been inspect­ed, they will not allow it, so no one real­ly knows what is there. At the time of the Town inquiries the lake had risen to approx­i­mate­ly nor­mal win­ter draw down lev­els. No fur­ther action was required.

7. Win­ter social

Winter/Spring social – Try to reserve the Woodville Rod & Gun club for March 8th.

 

8. Boat­ing safe­ty course

Mark Sex­ton to pur­sue orga­niz­ing for ear­ly April

 

9. Fish­ing derby/family fun day, chris­ten­ing par­ty for Sandy Beach with Parks and Rec.

Events have to be coor­di­nat­ed with Parks and Rec. Much depends on when things will be fin­ished up with the 1st phase of the Sandy Beach up-grades. Drew will get in touch with Amy Markovich at Parks and Rec. She is the liai­son to the LMPA. She will be invit­ed to our next meet­ing in February.

 

10. Pho­tos for Face­book page and web site

The lead pic­ture on the site changes peri­od­i­cal­ly, using donat­ed pho­tos. Need to encour­age more pho­tos to be sent.

 

11. Need to update By-laws – Change in annu­al dues, def­i­n­i­tion of “Senior member”
