Executive Board Meeting Minutes
May 6, 2014
ATTENDING:

- Review, discuss changes and vote to accept minutes from April 9th meeting. Post meeting minutes to website after board approval.
Malcolm had changes which he asked Patty to review and change on 4/9 meeting minutes. Once completed, they can be posted.

No update, Tina will update at next meeting
- David Goldman, President of the Hopkinton Area Land Trust and Malcolm attended the April 14th Selectmen’s meeting. The Selectmen voted to support the conservation restriction for land near the lake, located off Oakhurst Rd. and to allow the LMPA to act as Stewards
Selectmen voted to approve, LMPA is now the steward of said land.

- Update on Sandy Beach make-over, Bath house, Christening Party, 1st weekend school is out? Coordinate with Parks and Rec.
Contractor was awarded contract, no electricity yet. Started excavation of soil and rocks.
We can have the meeting and the Fishing Derby
- Annual meeting, fishing derby/family fun day, May 31st? Weigh-in for the fishing Derby at 2:00, Annual meeting and elections at 1:00.
Need information on which positions are up for election

May 31st. Fishing Derby registration on the beach at 6:30 am,
Tournament to start at 7:00 am, $40/boat of 2 people
2:00 pm weigh in and prizes to be given

- David Goldman, President of the Hopkinton Area Land Trust to discuss conservation restriction for land near the lake, located off Oakhurst Rd. LMPA — Stewardship
HALT Established 18+ years ago, 1,000 acres under protection of Land Trust around the town of Hopkinton
(Jean Scolata/John Deneen) Subdivision – Oakhurst Road – there is a conservation restriction on the property, ready to be signed off
LMPA should be the steward of the conservation restriction of 13 ‑1/2 acres of property, HALT will be the owner of the land.
Creating a baseline document – photo document and GPS, photos in each direction, entire perimeter
looking for the Boy Scouts to do the project of improving trails, marking trail and replace signs.
Carol Essler is presently the steward and has asked to remain.
The conservation restriction is a legal document accepted by the state. It must to be a 501C3 organization with conservation minded goals in the mission statement to act as stewards of the property. State is satisfied that LMPA is a qualified organization to properly act as stewards for the restriction.
No motor vehicles, cannot build, hunt or fish on property. Passive recreation such as hiking, nature studies, etc are allowed
Cost — $200 to produce document, covered by Land Trust
Joins Peppercorn trails
Need formal vote of LMPA and Malcolm to sign in front of a notary. Hopkinton Selectmen must sign off on the documents.

Executive Board Meeting Minutes
January 13, 2014
1. Don Keiser to discuss membership in COLAP, Mark Sexton interested
Don attended the meeting to discuss the merits of joining the Coalition of Lakes and Ponds(COLAP). We voted to pay the membership fee of $40. Don and Mark were to attend the next meeting on January 25th and coordinate this together.
2. Review and vote to accept minutes from November 18th General meeting. Post meeting minutes to website after board approval.
Meeting minutes accepted with a unanimous vote.
3. Treasurer’s Report – Dues rec’d, new memberships, renewals?
The bank account balance is currently $2,763.67.

5. Draw down, issue with Spindel Island
The home on the Island lost most water service. Malcolm responded to inquiries from the Hopkinton Cons. Comm. and DPW. The Spindels had never indicated they lost water during the 1st extended draw down. It appears that the well they draw water from is fed by water infiltrating from the lake, so they are directly affected by the lake level. The system has never been inspected, they will not allow it, so no one really knows what is there. At the time of the Town inquiries the lake had risen to approximately normal winter draw down levels. No further action was required.
6. Update on Sandy Beach make-over, Bath house

7. Winter social
Winter/Spring social – Try to reserve the Woodville Rod & Gun club for March 8th.
8. Boating safety course

9. Fishing derby/family fun day, christening party for Sandy Beach with Parks and Rec.
Events have to be coordinated with Parks and Rec. Much depends on when things will be finished up with the 1st phase of the Sandy Beach up-grades. Drew will get in touch with Amy Markovich at Parks and Rec. She is the liaison to the LMPA. She will be invited to our next meeting in February.
10. Photos for Facebook page and web site
The lead picture on the site changes periodically, using donated photos. Need to encourage more photos to be sent.
11. Need to update By-laws – Change in annual dues, definition of “Senior member”
