Start time:  7:10 pm

1.    Review, dis­cuss changes and vote to accept min­utes from August 12th  Exec­u­tive Board meet­ing.  Post meet­ing min­utes to web­site after board approval.

Make the fol­low­ing change:  The native weed we have is a chal­lenge, Draw Down will knock down the den­si­ty of the plants, and it will not kill the seeds, its migrat­ing into deep­er water.

3.    Sunken Boats – Lakeshore Road, Woody Island

Mike to call police to knock on doors.  Drew will go to neigh­bor on Lakeshore.  Dave Gibbs sug­gest­ed bal­last bags to resur­face boat on Lakeshore.  No oil or gas leak as of now.

4.    Request for sup­port of a Thanks­giv­ing Day char­i­ty 5K

We can use our con­nec­tions to sup­port it.  Dave will check to make sure it is a legit­i­mate charity.

5.    Let­ter to Con­ser­va­tion Com­mis­sion con­cern­ing the require­ment to do a bio­log­i­cal sur­vey after last winter’s draw down.

Mal­colm spoke with Con Comm on Mon­day, Don McAdams said they are fine with not doing sur­vey this time.

Ques­tion was raised, why didn’t it go all the way down, gate was not opened enough

Con Comm is in sup­port of extend­ed draw downs, we need solu­tions for Spin­dle Island

6.    Weed Con­trol – chem­i­cal treat­ment, draw down…

Full notice of intent would need to be drafted

LMPA would bear full brunt of cost

Aquat­ic con­tact per­son – Domenic —  did the sur­vey.  Should con­duct anoth­er sur­vey to use to inter­act with oth­er Lake boards.

Chem­i­cals may be required if full draw down can­not con­trol weeds at an accept­able level.

Fund­ing is exter­nal, Domenic to find out and let Rick know.

Min­i­mum cost — $150,000

Dave to make a list of local lakes and cre­ate a list of ques­tions for us to ask.  Each board mem­ber to take 2 asso­ci­a­tions and con­tact them.

Drew to draft an email to get inter­est of lake asso­ci­a­tion mem­bers to form a Weed Subcommittee.

7.    Flood Insurance

Mal­colm respond­ed to an email regard­ing flood insur­ance.  He con­tact­ed Elaine Lazarath.  The maps have changed.  No prop­er­ties on the lake are con­sid­ered in a flood zone.

8.    Notice of Nor­mal draw down being sent out

Tina sent out a mes­sage to all mem­bers today.  It was draft­ed by Malcolm.

9.    New Business

Mark­ing rocks – Paul asked if this could be done.  Mal­colm explained it can be done per­son­al­ly, but not by the LMPA

Hike on Pep­per­corn Hill for the Fall.  Tina will con­tact Eagle Scout that marked the trails to con­duct a hike.

2.    Trea­sur­ers report – New members…

Bal­ance:  $3,540.50

Insur­ance bill is com­ing due

Some new mem­bers, Tina will put a let­ter out to new house­holds.  Tina and Pat­ty will work on a mailing.

3.    Dineen/Austin Pow­der con­ser­va­tion restric­tion — David Gold­man, Pres­i­dent of the Hop­kin­ton Area Land Trust indi­cat­ed that the trail was cut on 8/2/14 to con­nect to Pep­per­corn Hill trails as part of an Eagle Scout project.

Ask Eagle Scout to lead a trail walk, pos­si­bly in the Fall.

4.    Web­site-Domain name, Dave Cormi­er, Jen Cas­sidy… — Pat­ty to facil­i­tate.  Web­site for Glen Echo Lake in Charl­ton, MA, Tina sent a link to their site.

Tina will reach out to Jen.  Pat­ty, Tina, Jen to get togeth­er and invite Dave Cormi­er.  Rick will research some web designs

5.    Let­ter to Con­ser­va­tion Com­mis­sion con­cern­ing the require­ment to do a bio­log­i­cal sur­vey after last winter’s draw down.  Dis­cuss whether to request to do a larg­er draw down again this fall.

Cost to chem­i­cal­ly treat 10 acres — $4K to $6K

$500/acre on aver­age (we have 240–250 acres)

Mark went to COLAP sem­i­nar, they talked about dif­fer­ent weeds and how to kill them, some have had success

Need to raise funds, per­haps we can ask for $250 invest­ment from mem­ber­ship or oth­ers around the lake, CPA fund­ing may be an avenue

Rick to talk to Don McAdams for steps to move for­ward with weed con­trol and fund­ing.  Board of Health should be involved as well.  Mal­colm will get sur­vey engi­neer name for Rick.

Fund­ing avenues to inves­ti­gate:  CPA Funds, Town, Pri­vate, State.  Put togeth­er a cam­paign, A.C.T. may have data we need.

Need to sub­mit a let­ter to Con­ser­va­tion Com­mit­tee to not do the bio­log­i­cal study

Email mem­bers (and Face­book) with link to Weed Facts, large leaf pond weed, Aquat­ic Con­trols may have info.

Rick will gath­er the infor­ma­tion and bring to LMPA meet­ing for review

  1. David Gold­man, Pres­i­dent of the Hop­kin­ton Area Land Trust and Mal­colm attend­ed the April 14th Selectmen’s meet­ing.  The Select­men vot­ed to sup­port the con­ser­va­tion restric­tion for land near the lake, locat­ed off Oakhurst Rd. and to allow the LMPA to act as Stewards

Select­men vot­ed to approve, LMPA is now the stew­ard of said land.

May 31st.  Fish­ing Der­by reg­is­tra­tion on the beach at 6:30 am,

Mike will bring Lake Gear for sale

  1. David Gold­man, Pres­i­dent of the Hop­kin­ton Area Land Trust to dis­cuss con­ser­va­tion restric­tion for land near the lake, locat­ed off Oakhurst Rd. LMPA — Stewardship

HALT Estab­lished 18+ years ago, 1,000 acres under pro­tec­tion of Land Trust around the town of Hopkinton

(Jean Scolata/John Deneen) Sub­di­vi­sion – Oakhurst Road – there is a con­ser­va­tion restric­tion on the prop­er­ty, ready to be signed off

LMPA should be the stew­ard of the con­ser­va­tion restric­tion of 13 ‑1/2 acres of prop­er­ty, HALT will be the own­er of the land.

Cre­at­ing a base­line doc­u­ment – pho­to doc­u­ment and GPS, pho­tos in each direc­tion, entire perimeter

look­ing for the Boy Scouts to do the project of improv­ing trails, mark­ing trail and replace signs.

Car­ol Essler is present­ly the stew­ard and has asked to remain.

The con­ser­va­tion restric­tion is a legal doc­u­ment accept­ed by the state. It must to be a 501C3 orga­ni­za­tion with con­ser­va­tion mind­ed goals in the mis­sion state­ment to act as stew­ards of the prop­er­ty. State is sat­is­fied that LMPA is a qual­i­fied orga­ni­za­tion to prop­er­ly act as stew­ards for the restriction.

No motor vehi­cles, can­not build, hunt or fish on prop­er­ty. Pas­sive recre­ation such as hik­ing, nature stud­ies, etc are allowed

Cost — $200 to pro­duce doc­u­ment, cov­ered by Land Trust

Joins Pep­per­corn trails

Need for­mal vote of LMPA and Mal­colm to sign in front of a notary. Hop­kin­ton Select­men must sign off on the documents.

Motion: We, as an asso­ci­a­tion, sup­port this con­ser­va­tion restric­tion and accept stew­ard­ship of the property
